Substructure:
Substructure is that part of a building which is constructed below the ground level is known as substructure.
Following are the examples of Substructure.
Foundation:
The part of the building constructed below the ground level which transfer loads safely to the soil. Foundation does not provide accommodation.
Basement:
The portion of a building which provides accommodation and is below ground level is known as basement.

You mentioned ground level, can you be specific on that please, as in what ground level means.
And secondly, can we have a basement above the ground level and if yes, is it still a substructure please?
